Action Required — EEM Is Now In Effect: Please Submit Export Documentation Promptly
Dear Valued Customer,
We’d like to inform you that as of today, December 1, 2025, the Electronic Export Manifest (EEM) requirement is now in effect and enforced by CBP for all International cargo to include transshipments sailing from a Domestic location.
Under EEM, all carriers and vessel agents must electronically submit a full export manifest — including bill-of-lading-level cargo data — via the Automated Commercial Environment (ACE) 24 hours prior to vessel loading.
To facilitate a smooth clearance process and avoid potential loading or departure delays, we require your cooperation in submitting all required shipping documentation in a timely and accurate manner by documentation cutoffs set by each service. Specifically:
- Please send all relevant export documentation (shipping instructions, bill of lading data including ITN, container details, etc.) to us as early as possible and no later than the specific documentation cutoffs.
- Failure to comply with the published documentation times, may result in cargo being rolled to the next available sailing at the customer’s expense based on CBP regulations.
- For shipments on tight timelines, we may need to delay loading until we can confirm the manifest has been accepted by CBP — this may require adjusting your cargo sailing schedule accordingly.
