Summary
Crowley Liner Services, Inc. (“Crowley” or “Owner”) invites qualified manufacturers and suppliers to submit sealed bids for the furnishing, manufacturing, testing, certification, and delivery of Electrical Infrastructure Equipment as Owner Furnished Equipment (“OFE”) for the Talleyrand Marine Terminal Refrigerated Container Storage System Project (the “Project”), located in Jacksonville, Florida.
The Project involves the construction of a new refrigerated container storage system at the Talleyrand Marine Terminal. Under a separately awarded construction contract, the Reefer Rack construction contractor (the “Contractor”) will perform all civil, structural, and installation work associated with the system. The electrical infrastructure equipment procured under this ITB shall be purchased by the Owner as Owner-Furnished Equipment (OFE) and installed by the Contractor.

Summary
We are issuing a Request for Proposals (RFP) for the procurement of seven (7) Tier 4 diesel yard trucks, with an option to purchase/lease. This purchase is funded in part through the Port Infrastructure Development Program (PIDP) grant. This initiative supports Crowley’s ongoing efforts to reduce emissions and modernize its terminal operations while maintaining operational efficiency. The selected vendor(s) will be required to provide Tier 4 diesel yard trucks that meet all operational, technical, and environmental specifications, including after-sales support, warranty, and training. Vendors must also demonstrate Spare Part Availability by maintaining a reliable inventory of components to support preventative maintenance and minimize equipment downtime. The equipment will be deployed to Crowley’s Jacksonville, FL Terminal. Proposals will be evaluated based on pricing, performance, lead time, compliance with PIDP requirements, and alignment with Crowley’s values. Summary
Crowley Maritime Corporation (herein referred to as “Crowley”) is inviting prospective vendors to present a response to this Request for Proposal (RFP). The RFP will be used to select strategic partners, that are BABA (Build America, Buy America) compliant, to provide two separate solutions. The first solution is portable Gate OCR, and the second solution is a Gate Appointment System. Both solutions are for one Terminal located in Port Everglades, Florida (PEV). They are intended to modernize gate and vessel operations at PEV by implementing automated Smart Gate (AGS) OCR technology and an appointment system to replace manual data capture and streamline terminal processes. Diagrams and requirement details are included in the attachment titled “BRD OCR Gate Automation Project.” Organizations receiving this RFP will be referred to as: “Supplier.” Through the RFP process and the actions that result from the review, we hope to identify quality, BABA compliant service providers to partner with that can provide, install, implement and maintain these solutions for the needs of the PEV Terminal. The proposed services should, at a minimum, consist of answering the questions within this RFP.
Crowley is seeking to award a term contract to the Suppliers that can provide the best overall value. This value will be determined by Crowley based on the overall competence, compliance, format, and presentation of each RFP response in writing and virtual or onsite presentation, as necessary. RFP response received by Crowley by June 26, 2026.
