Puerto Rico Ports Authority Scanning Fee

The Puerto Rico Ports Authority has advised Crowley that they will be implementing a “Puerto Rico Ports Authority an Enhanced Scanning Fee” (cargo scanning fee) effective October 16, 2011.

As per the new government regulation, it “aims to regulate and govern the procedures at the new inspection facilities to be established by the Puerto Rico Ports Authorityin its maritime ports facilities at the port of San Juan.  The measure seeks to accommodate the interest of the Department of Treasury to inspect up to 100% of all Inbound Cargo Containers, in order to identify unreported taxable goods, by a non-intrusive scanning (imaging) system that preserves a free and efficient flow of commercial traffic at the ports.”

Crowley is sending this information in an attempt to be a source of information to our customers.  The below U.S. to Puerto Rico rule filing is scheduled with an effective date of October 12, 2011, in accordance with the information received from the Puerto Rico Ports Authority.  Please note that Crowley will postpone the effective date of the below filings if the Puerto Rico Ports Authority delays implementation.  For example, Crowley is presently awaiting clarification from the Puerto Rico Ports Authority regarding if the effective date for U.S. origin cargo applies for sailings departing the U.S. on / or after October 16th or if the effective date applies for sailings arriving in San Juan on / or after October 16th.  Once clarification is received, the fee will be applied accordingly.

The ocean carriers have been tasked with collecting the scanning fee on behalf of the government.  As a direct result, please note the following Puerto Rico Ports Authority Scanning Fee that will be effective October 12, 2011 and applies to all service contract and open tariff shipments with a final destination of San Juan:

U.S. to San Juan

Effective Date:  10/12/11
Scope:  U.S. to San Juan (inbound to San Juan)

$74 per container / tank / flatbed / flatrack (all sizes)
$10 per vehicle up to and including 800 cubic feet
$15 per vehicle exceeding 800 cubic feet
$5  per short ton NIT

Caribbean / Central America to San Juan

Effective Date:  11/3/11
Scope:  Caribbean, Virgin Islands, British Virgin Islands, Bahamas, Dominican Republic, Haiti, and Central America to San Juan (inbound to San Juan)

$74 per container / tank / flatbed / flatrack (all sizes)
$10 per vehicle up to and including 800 cubic feet
$15 per vehicle exceeding 800 cubic feet
$5  per short ton NIT
