Action Required — EEM Is Now In Effect: Please Submit Export Documentation Promptly

Dear Valued Customer,

We’d like to inform you that as of today, December 1, 2025, the Electronic Export Manifest (EEM) requirement is now in effect and enforced by CBP for all International cargo to include transshipments sailing from a Domestic location.

Under EEM, all carriers and vessel agents must electronically submit a full export manifest — including bill-of-lading-level cargo data — via the Automated Commercial Environment (ACE) 24 hours prior to vessel loading.

To facilitate a smooth clearance process and avoid potential loading or departure delays, we require your cooperation in submitting all required shipping documentation in a timely and accurate manner by documentation cutoffs set by each service. Specifically:

We strongly encourage you to review your internal processes to ensure you can meet these requirements — timely, accurate submission of export data is critical for successful clearance under EEM. Our customer care team is standing by and ready to assist with any questions or support you may need to facilitate this transition at 1-800-CROWLEY.

Thank you in advance for your continued cooperation during this implementation.
